A regular sorc spell is 13 frames, or approximately. A 1-second animation is therefore composed of 25 frames. Every animation, in this case casting a spell, is composed of multiple still images like a flipbook. Unlike Teleport and most Sorceress skills which require 105 FCR and 200 FCR respectively in the end-game, Lightning requires 117 FCR and 194 FCR respectively for Faster Cast Speed. The reason BPs exist is because the original D2 ran at 25 frames per second. Diminishing returns refers to the fact that she needs increasing amounts to reach each successive BP, the purpose of which is to prevent players from only stacking their best stat and becoming overpowered. This means that she needs at least 9% FCR before she actually starts casting faster, or 20% before she casts faster than that, and so on.
